Lucknow: In a major policy shift aimed at transforming healthcare delivery in Uttar Pradesh, the Yogi Adityanath-led government is all set to unveil a new health policy that emphasizes private investment and infrastructure modernization.
The policy, to be implemented for five years, is designed to attract public-private partnerships and bring advanced medical facilities closer to people across the state—from metro cities to remote villages. In a recent high-level meeting, CM Yogi called private investment the new model for healthcare reform and emphasized that quality, affordability, and accessibility must go hand-in-hand.
“This policy aims not just at treatment but at ensuring a better quality of life,” CM Yogi stated. “Healthcare must reach the last mile.”
The upcoming policy will be based on three strategic models:
Model A targets 17 municipal corporations including Noida and Lucknow, where 200-bed super-specialty hospitals will be set up through private investment.

Model B will replicate this model in 57 district headquarters.
Model C will bring 100-bed general hospitals to rural and backward areas across all 75 districts.
The hospitals will be equipped to provide services in cardiology, oncology, neurology, general surgery, maternity care, and more. Each unit will align with national health programs such as Ayushman Bharat and state-specific schemes like Mukhyamantri Jan Arogya Yojana. To encourage investment, the government will offer up to 100% exemption on stamp duty, subsidized land, fast-track approvals, and priority in electricity and water connections.
The policy also includes a local employment clause—hospitals will be required to prioritize hiring local nurses, paramedics, and doctors.
Medical and nursing graduates will be directly linked to upcoming facilities, creating career opportunities within the state. The CM has directed health officials to finalize the policy swiftly and begin land allocation in at least 20 districts within three months of cabinet approval.
This initiative not only addresses the healthcare deficit but also aligns with the state’s goal of becoming a hub for medical investment and employment.
Key incentives for investors
To attract significant private sector involvement in the healthcare sector, the Yogi government’s new policy will provide a robust package of financial and operational incentives:
Up to 100% exemption on stamp duty for land purchases to build hospitals.
Subsidized land rates from development authorities and government agencies.
Priority in electricity and water connections, ensuring seamless infrastructure support.
Fast-track approvals and clearances (NOCs) for faster project execution.
Integration of private hospitals with key healthcare schemes like Ayushman Bharat, PM-JAY, and CM Jan Arogya Yojana for long-term sustainability. These measures aim to reduce the entry barrier for private healthcare investors and promote equitable medical access across Uttar Pradesh.
Health meets jobs: Local youth to benefit
Beyond infrastructure, the new health policy is designed to generate employment and upskill the state’s medical workforce:
Hospitals will prioritize hiring local candidates for positions like nurses, lab technicians, ward assistants, and paramedics.
Medical and nursing college graduates across Uttar Pradesh will be directly linked to new hospital openings.
The policy encourages on-the-job training, internships, and certification programs through hospital tie-ups with educational institutions.
Expansion into rural districts will provide skilled job opportunities where few existed before. This employment-forward approach ensures the benefits of investment reach not just patients but also the state’s unemployed and underemployed youth.
